Adopted Local Laws

 
Local Laws are rules and regulations passed by the Rockland County Legislature and signed by the County Executive (or, should the Executive veto the law, overridden by a 2/3 vote of the full Legislature). Local Laws regulate matters that your County government has the authority by its charter to handle and the Legislature has determined to be important enough to have a law, providing that the federal or state governments have not pre-empted the subject matter by their laws. Generally, these laws relate to the health and safety of our County’s residents, but can also include governmental salaries, County taxes, governmental regulations, establishing commissions, regulating contractors, land preservation, and other functions that the County Charter empowers the County government to handle.

Please note that Local Laws do not go into effect immediately. Rather, each law may have its own "effective date" stated in it. This effective date usually appears at the end of the Local Law. Local Laws cannot go into effect until they are filed with the New York State Secretary of State. Therefore, even though a local law is passed, it may still not be in effect until some time later.

Law No.1
A local law amending Section 355 of the Laws of Rockland County, exemption for cold war veterans, adopted by the Rockland county legislature on November 20, 2007 by local law number 15-2007 and in accordance with real property tax law section 458-b extending cold war veterans exemptions to include cooperative units as authorized and other amendments authorized by the State of New York.

Law No.2
A local law prohibiting the sale of drop-side cribs within the County of Rockland.

Law No.3
A local law providing for the salary of a certain county officer of the county of Rockland.

Law No.4
A local law amending local law no. 11 of 2005 to authorize the county of Rockland to apply to the New York state commissioner of economic development and the New York state empire zone designation board to designate tax parcel 70.06-1-1.12 of the Town of Orangetown as a “regionally significant project” and to include it within the Rockland county empire zone.

Law No.5
A local law prohibiting the sale of children’s beverage containers and sucking/teething products that contain Bisphenol A within the County of Rockland.

Law No.6
A local law amending the Rockland County Consumer Home Improvement Protection Act of 2009.

Law No.7
A local law prohibiting use of artificial trans fat in any food item prepared or served at a food establishment within the County of Rockland.

Law No.8
A local law electing a retirement incentive program, as authorized by Part A and Part B - Chapter 105, Laws of 2010 for the eligible employees of the county of Rockland.

Law No.9
A local law making amendments to the Rockland County Sewer Law.

Law No.10
A local law amending Section 355-47 of the Rockland County Laws, in relation to the payment of delinquent taxes in installments.
Law No.1
A local law amending local law number 5 of 1995 as further amended by local law number 8 of 1995, local law number 11 of 1995 and local law number 15 of 1996, in relation to the payment of delinquent taxes in installments.

Law No.2
A local law amending local law number 11 of 2006, to extend the effective dates of the local mortgage recording tax on obligations secured by a mortgage on real property, and as codified in the laws of Rockland county as Section 355-80, et seq.

Law No.3
A local law mandating additional penalties and impoundment of equipment for persons who operate as home improvement contractors in the County of Rockland without a valid license.
 
Law No.4
A local law amending local law number 11 of 2005 to authorize the county of Rockland to submit to the state of New York an application to revise the boundary of the Rockland county empire zone as described in local law number 11 of 2005, and as amended in local law number 3 of 2007, local law number 12 of 2007, local law number 8 of 2008, and local law number 9 of 2008.

A local law mandating that retail establishments over a certain size offering plastic carry-out bags must establish a recycling program for their stores.

Law No.2
A local law regulating the County-wide collection and disposition of solid waste generated in Rockland County, including garbage, recyclables, construction and demolition debris, and yard waste, and for the prohibition of the disposal of any waste materials in any manner except as set forth in this law.

Law No.3
A local law requiring nontoxic landscape maintenance on land owned or leased by the county of Rockland, with exceptions and waivers in appropriate circumstances.

Law No.4
A local law banning polystyrene foam products from Rockland county government offices, departments and agencies.

Law No.5
A local law providing for an increase in the fees imposed by the county clerk for the recording, entering, indexing and endorsing a certificate on any instrument.

Law No.6
A local law amending local law no. 13 of 2007 which amended article II of chapter 331 of the Rockland county code, pertaining to pricing of goods in Rockland county, and repealed article VII of chapter 331 of the Rockland county code, pertaining to electronic price scanning devices in Rockland county, and replaced it with a new article VII which is known as the “Rockland county item pricing law”.

A local law mandating that vendors may not sell expired food, with certain exceptions for nonperishable goods.

Law No.8
A local law amending local law number 11 of 2005 to authorize the county of Rockland to submit to the state of New York an application to revise the boundary of the Rockland county empire zone as described in local law number 11 of 2005, and as amended in local law number 3 of 2007 and local law number 12 of 2007.

A local law amending local law no. 11 of 2005 to authorize the county of Rockland to apply to the New York state commissioner of economic development and the New York state empire zone designation board to designate tax parcel 65.18-1-5 as a “regionally significant project” within the meaning of article 18-b of the general municipal law and to include it within the Rockland county empire zone.

A local law amending article II of chapter 331 of the Rockland county code, pertaining to pricing of goods in Rockland county, and repealing article VII of chapter 331 of the Rockland county code, pertaining to electronic price scanning devices in Rockland county, and replacing it with a new article VII which shall be known as the “Rockland county item pricing law”.

A local law requiring wholesale and retail establishments in Rockland county to notify local police and sheriffs' departments upon the sale or theft of significant quantities of hazardous or flammable materials (ammonium nitrates and hydrogen peroxide).

A local law adopting a real property tax exemption in Rockland county for cold war veterans authorized by Real Property Tax Law section 458-b.

Law No.16
A local law amending local law number 1 of 1971, as amended by local law number 11 of 1990; local law number 14 of 1990; local law number 5 of 1991; local law number 11 of 1991; local law number 2 of 1992; local law number 2 of 1993 and local law number 4 of 2004, (chapter 66 of the laws of Rockland County) relating to the financial disclosure requirements set forth in the Rockland County Code of Ethics for every person who is required to file the annual statement of financial disclosure.

A local law amending local law number 16 of 2007, as amended by local law 1 of 1971; local law number 11 of 1990; local law number 14 of 1990; local law number 5 of 1991; local law number 11 of 1991; local law number 2 of 1992; local law number 2 of 1993 and local law number 4 of 2004, (chapter 66 of the laws of Rockland County) relating to the Internal Revenue Service Form 1040 filing requirement set forth in the Rockland County Code of Ethics for every person who is required to file the annual statement of financial disclosure.

A local law regulating replica, toy and imitation guns.

A local law relating to the reduction of the emission of pollutants from the county’s on-road, diesel fuel-powered motor vehicles.

A local law relating to the county’s purchase of cleaner (hybrid or alternative fuel) light-duty and medium-duty motor vehicles.

A local law establishing in the county of Rockland policies as to minors’ use of tanning beds and requiring businesses engaging in providing tanning services to post certain warnings and obtain consent.

A local law establishing rules and regulations governing the discharge of sewage, industrial wastes, and other waste.

Law No. 14

A local law providing a graduated partial tax exemption for real property owned by certain persons with limited income who are sixty-five years of age or over.
